can someone tell me what this type of rash is?

One of my school work was a trip to an eastern bloc country and came home with a skin rash that looks kind of like many of the red circles that have formed scabs. From what I can see the rash covers his hands, arms, and she told us that everything ends his legs as well (and the way he has been walking its must be bad).
