please help! Skin topic, what is this?

I had an itchy red rash on his neck for about 5 days now, I had never there before (though I have these little bumps on the elbows I've had since early childhood). It just started again and I itch badly scratched a cause some could not stand it anymore and he was very wrong. It also feels rough like sandpaper. Any doctors out there? Is there something I could do to relieve redness and itching? Are there any fabrics should refrain from using? Any Avice would be useful if you can make me more comfortable and I am afraid they will spread. Certainly I am a girl of thirteen so it is very important to me. Please as soon as possible.

sounds like a skin allergy to me. Look what that the products they are using. Try cream sweats.
