rash inside elbows?

I have a rash on the inside of both of my elbow. I've had it for about five months and it really bothers me. Have some random points of eczema in the arm near the inside of the elbows, and some patches on the inside of the elbow. Know I have sensitive skin, I have since I was a child, but I've never had anything like this. I've tried cream but pica hydroquarterzone about ten minutes later. Should I see a dermatologist?

If you must, psoriasis can be! I have had this since I was a child, and inside the elbow is an area of frequent crises. Your doctor can prescribe something to help. The Sun exposure also seems to help me (not a burn) just about 20 minutes a day.
