rash around 9 months old mouth?

My 9 months old has had a rash around the mouth for months. After several appointments pediatricians, allergists and dermatologists, was determined to have eczema. We have removed from her pacifier, and the rash does not go far. We use all vanicream day, and diaper cream to prevent moisture due to drool. Does anyone know what this is and how to make it go away? is more than likely until clear weather, I keep goin with the cream you use and if it still shows no sign of enlightenment to see if I could get something more than gp.
