.. Toddler with eczema?

My 1 year old has very sensitive skin, which give these crispy red rashes on the shoulders, back and neck.shes had since birth, the doctor … said that his eczema, and use Cetaphil and Aquaphor … but it doesn't answer any of these. shes itching like crazy cortisone, ive also used … but it doesn't seem to help …. any suggestions??
